Why Russia Should Be Central To Your Economic Survival Plan

With America's 30% youth unemployment plan shadowed by even worse numbers out of Europe, some as bad as 50%, with sputtering economies and open collapses, with a blighted future in the quickly disolving economies of the West, one may be excused for missing Russia. However, one should not be congratulated for one's ignorance, just excused, the way one excuses a child of ignorance, but than expects the child to learn.

So, to all those engineers, technicians, process improvement specialists, programmers, MBAs, scientists and other highly qualified and lowly paid, if paid at all, under employed, if employed at all, professionals in the US, UK, Ireland, France, Spain, Portugal, Iceland, Italy, Hungary, Greece, are the lot of you really that blind, pacified and brow beaten? To all those Western Christians, under relentless attack by the Liberal anti-Christian sociopaths in power, by Islamic extremists, are you really so resigned to your own extermination? To all those farmers, whose land is lost to government decree, whose lives are regulated to no end by mindless bureaucrats so you never even see your fields, are you really so set to be landless and hopeless? Are you?

If your answer is "NO".

Well you than should have woken up a long time ago and looked at Russia. Not the Russia of the Western media propaganda, which is afraid of its serfs waking up and leaving, but of the real Russia.

Lets take the first group, professionals.

Did you know Russia is booming? No? You should. Russian heavy industry, flush with internal and external orders, is backed up from 12-18 months, working 3 shifts 7 days a week. Stop and think about that. Metallurgists, industrial engineers, mechnical engineers, electrical engineers are in extremely short supply. Russia IT is huge, growing faster than anywhere else, with hundreds of millions in US and British venture capital flooding in in the past 2 years alone, along side with native Russian capital. Every major IT corporation is here. Microsoft, Intel, Sony, Samsung, Electronic Arts, Google, NVideo and hundreds of others, big and small, as well as the dozens on dozens of native companies. Anything dealing with IT is in critically short supply. Infrastructural investment, both grand government projects, big business construction and private homes and villas is skyrocketing. Civil engineers, architects, builders are in critically short supply. Business is growing, expanding and modernizing, with critical, well trained, leadership in very very short supply.

Salaries for such positions are skyrocketing, up 14% for the first half of 2012 alone, competition is fierce. Consumer consumption, already high, rose 43% in the first half of 2012. Yes, language knowledge is critical but not absolutely mandatory, at least not when you are starting and as an indo-european language, its not an insurmountable task to learn Russian. As for immigrating, well even that is now easy for professionals. Russia, 2 years ago, implemented a Highly Trained Specialist visa, a 3 year work visa that requires: 1. a minimum yearly salary of 1,920,000R or $60,000 per year and 2. medical insurance and 3. a technical or leadership role. That is it, for the most part. Once you find an openning, and they are not hard to find, land the job, the company gathers your paperwork (college degrees, birth certificates, visa submission forms) and submits the packet, the government has exactly 14 business days to turn around an answer, one that is almost always YES. After issuing the invitation, it takes one week to get the invitation  to the local consulate or embassy and another week to translate it into a visa and place it in your passport. That's it, a turn around of 5 weeks. You than come to Russia, get a labour card, get your INN (individual tax ID number), get registered (through your company) and begin working. Reregistration has to be done every 3 months or when you leave and return into the country and can be done by your company/sponsor.

After one year of work, you can file for residency. True, this is a cumbersome process and require a lot of patience. It takes about 3 months and a few gray hairs, but once complete, the residency issues you an internal passport, just like anyone else, allowing you to move and change jobs and come and go out of the country. Five years of living in Russia, starting from the issue of the visas and you can gain citizenship. There are exceptions to this. Right off, if you were born in Russia or finish university in Russia, than your length of time to citizenship is 2 years. Also, if you buy land/apartment/real estate and were born in the former Soviet Union, you can also sue the government to grant you real estate. You may even be able to do it if you were born outside of the Soviet Union, the laws are somewhat flexible on this.

As for taxes, unless you're unlucky enough to be an American, you pay only the 13% flat tax on income and your employer files your taxes. If you are an American, every dollar over $92k (to include the dollar value of any office cars, drivers, apartment, etc) you also get the "privilege" of feeding the massive American government with an additional 35%+ on those dollars above $92k. If you are a businessman, with less than 100 employees, that is an entrapreuner, the government of Russia has another nice gift for you. To encourage you to grow, your income tax rate is 5.4%! Once you have residency, you can form your own companies without local "partners" or joint ventures.

But, what is the unemployment rate and would anyone hire me? Well, nation wide, the unemployment rate is hovering at 6%. For technical specialists its less than 4%. In Moscow and the surrounding areas, its 1%! I have had an opening to replace a fired manager, open for 4 months now. Pay is competitive, English language is a must. I have had 5 resumes, in 4 months. Yes, it is that insane.

Is it safe? Well, compared to last year's murder rates on the metro system of Moscow and that of London (London's system is less than half the size of Moscow's), Moscow has 11 murders, London, with half the population, 33. NYC and other such locations are even higher.

What about land?

A new set of land laws, actually a full overhaul of the system of laws, has passed the first full reading of Parliament (yup, unlike Americans, our parliament actually has to read every word of the bill, TWICE, before the quorum of Parliament and not on the same day...so no blind voting for 10,000 page super bills) and is expected to pass the second with no issue. This drops the 47 year rent from the government and sets land ownership into perpetuity and as an inheritable asset, as well as the rights to utilize it as wanted and to the mineral rights below it. Further there is no land tax for private land ownership.

The British, since 2003 have led the way in immigrating to Russia to farm. British farms are chuck full of bureaucracy and control and tiny parcels, while in Russia, they have been able to work their farms without nearly the same level of government interference and in comparison to a 250 hectare British farm, there are average farms of 3,000 hectares.

As Russia has jump started a mass drive to become a major exporter of prime beef, cowboys from the US midwest have also starting immigrating over, along with tens of thousands of heads of cattle, many of which would have perished in last year's and this years droughts.

As a country, Russia is rather more conservative, through no lack of counter effort by the Western liberals, gays and other subversive efforts. The country is primarily Orthodox Christian, with a 1,000 year tradition of Christianity. No, we are not looking to convert to one of the tens of thousands of US protestant denominations, sects or cults. What we do offer, is our own rich and humble faith, grown directly out of the very words and actions of the Apostles who under the guidance of Christ created the Orthodox Church. We offer a sanctuary from gay marriages, gay history months, orgy in the class rooms, no discipline do what you want environment of the modern US/UK.

For many reasons, all these groups should be viewing Russia. Of course, they should not be heading here to simply separate themselves from society but to integrate and lend themselves and their skills to building something bigger and better than what they left.

Russia's official unemployment rate is 6.4% and 4% for trained professionals. This, in the modern first and even second world, is a high and mighty achievement worthy of bragging rights. However, for our economy to grow, we need more people, particularly we need trained professionals.

The infrastructural reforms were correct: created highly trained specialist visas and giving them 3 years. However, the execution phase is where everything breaks down. I do not mean actually getting these visas, which, with a sponsor is rather simple.

The first crack appears in the granting of residency, which the holder can get after one year. However, the residency is only for as long as the visa lasts and six months prior they must again get the visa and extend the residency. Only after five years can they then apply for citizenship.

If the aim is to get and KEEP highly specialized persons, why then is the residency based on the visa? Why even bother with the visa once residency is achieved? Further, why wait five years to grant citizenship to those who want it and have the skill sets to contribute? This is mindless and wasteful and plain stupid.

But this is only the top of the big iceberg of thoughtless stupidity that is Russia's immigration policy.

Lets begin with whom this program attracts: mostly non-Russian, non-Russian speaking Westerners who have no attachment to the nation but will come for some corporation of other, work off one or two or three years and leave with their large pay.

Here is an idea or three: first off, we have a diaspora of Russian born persons, of various ages, of some twenty million. What are we doing to bring them or their kids, people who actually have blood, national, cultural and lingual as well as religious links to us, here? In a word: NOTHING, absolutely nothing.

Sure the government does a lot to bring Old Believers, whole villages of them, from all over the world to the Chinese borders on the Amur to farm. And yes, every nation needs farmers, but no modern economy will be built on farmers and no future war will be won by farmers, those days are long centuries gone.

If we count the children of the diaspora, born beyond our borders, those who still have some link to our great land, then the numbers world wide may be as high as 100 million. Of these and their parents, there are millions of business, science, engineering professionals we need desperately to keep growing, and yet nothing is done.

We should be helping them move here. Paying of limited debts and providing free transportation and support, finding them employment or encouraging them to start their own businesses. We should follow the Israeli lead and bring their children, our kin, here for a free vacation that teaches them about their blood, their history and creates that bond that will last a life time.

Hell, we should grant them defacto citizenship on request and proof of ancestry.

We should be attracting university students from around the world, but how can we, when no one teaches Russian over seas? Why are we loosing this culture war? Loosing it without even putting up a fight? Language teachers, using the American model that they practice on our own soil, are stealing our brains, time to steal them back.

As for our low payed labour, why in the world are we importing unskilled, unwashed Islamics heathens from Central Asia? What cultural bond do these people have? We conquered them 200 years ago to stop them from slave raiding our borders, not out of some mutual love. They left the first chance they had and except for Kazakhstan, which is truly our MidWest, good riddance to them. May they exist in their Islamic dark age hellholes for all eternity, in peace and happiness and never step foot on our Holy Russia.

As for that cheap labour, there is plenty to choose from without resorting to these types, who bring drugs, crime and Islamic Jihad in their wake. There are Greeks for example, desperately looking for work. There are now Italians and Spaniards too. While they may not be Orthodox, they are Christians and they will all work their way up and integrate.

Thanks to the American made Islamic Hell in North Africa and the wider Middle East, there are millions of Orthodox Iraqis, Egyptians and Libyans who need a home. These are our co-religionists. We used to be the protectors of the faith, its time to take up that mantel again.

The twenty thousand Serbs planning on moving here from Kosovo is a good step, though a horrid one for Kosovo. But there are plenty of others, like the South African Boers.

Where is our Ministry of Immigration, where is our Ministry of Foreign Affairs, our Ministry of Industry and our Ministry of Finance? I will tell you: prancing like fools and idiots to the tunes of American and British bankers. Selling their souls and robbing the till and not doing a damn thing to help the country. Looking the other way while those who have no roots to us or interest in us or worse who want to destroy us are flooded in.

As for those of my readers beyond our borders: go to our consulates, our embassies, call them demand Russian course, demand support for the diaspora, raise the uproar at these crimes against our Mother Land.

Emmigration Reform, What Shape Should It Take?

As our government discusses and debates the various improvements or over hauls to the antiquated and inadequate Russian immigration statutes and visa regimes, I propose that we simply go back to the wisdom of one of our greatest leaders, Catherine the Great and her more than successful reign.

Her manifesto was aimed at white Christian immigrants and gave a massive boost to Russia. Considering the tyrannies growing through out the dieing and decaying West, this is just as good a time to bring these laws out of the dust of history and back into today's spot light.

We, Catherine the second, by the Grace of God, Empress and Autocrat of all the Russians at Moscow, Kiev, Vladimir, Novgorod, Czarina of Kasan, Czarina of Astrachan, Czarina of Siberia, Lady of Pleskow and Grand Duchess of Smolensko, Duchess of Esthonia and Livland, Carelial, Twer, Yugoria, Permia, Viatka and Bulgaria and others; Lady and Grand Duchess of Novgorod in the Netherland of Chernigov, Resan, Rostov, Yaroslav, Beloosrial, Udoria, Obdoria, Condinia, and Ruler of the entire North region and Lady of the Yurish, of the Cartalinian and Grusinian czars and the Cabardinian land, of the Cherkessian and Gorsian princes and the lady of the manor and sovereign of many others. As We are sufficiently aware of the vast extent of the lands within Our Empire, We perceive, among other things, that a considerable number of regions are still uncultivated which could easily and advantageously be made available for productive use of population and settlement. Most of the lands hold hidden in their depth an inexhaustible wealth of all kinds of precious ores and metals, and because they are well provided with forests, rivers and lakes, and located close to the sea for purpose of trade, they are also most convenient for the development and growth of many kinds of manufacturing, plants, and various installations. This induced Us to issue the manifesto which was published last Dec. 4, 1762, for the benefit of all Our loyal subjects. However, inasmuch as We made only a summary announcement of Our pleasure to the foreigners who would like to settle in Our Empire, we now issue for a better understanding of Our intention the following decree which We hereby solemnly establish and order to be carried out to the full.

I. . We permit all foreigners to come into Our Empire, in order to settle in all the gouvernements, just as each one may desire.

II. . After arrival, such foreigners can report for this purpose not only to the Guardianship Chancellery established for foreigners in Our residence, but also, if more convenient, to the governor or commanding officer in one of the border-towns of the Empire.

III. . Since those foreigners who would like to settle in Russia will also include some who do not have sufficient means to pay the required travel costs, they can report to our ministers in foreign courts, who will not only transport them to Russia at Our expense, but also provide them with travel money.

IV. . As soon as these foreigners arrive in Our residence and report at the Guardianship Chancellery or in a border-town, they shall be required to state their true decision whether their real desire is to be enrolled in the guild of merchants or artisans, and become citizens, and in what city; or if they wish to settle on free, productive land in colonies and rural areas, to take up agriculture or some other useful occupation. Without delay, these people will be assigned to their destination, according to their own wishes and desires. From the following register* it can be seen in which regions of Our Empire free and suitable lands are still available. However, besides those listed, there are many more regions and all kinds of land where We will likewise permit people to settle, just as each one chooses for his best advantage.
*The register lists the areas where the immigrants can be settled.

V. . Upon arrival in Our Empire, each foreigner who intends to become a settler and has reported to the Guardianship Chancellery or in other border-towns of Our Empire and, as already prescribed in # 4, has declared his decision, must take the oath of allegiance in accordance with his religious rite.

VI. . In order that the foreigners who desire to settle in Our Empire may realize the extent of Our benevolence to their benefit and advantage, this is Our will -- :


1. We grant to all foreigners coming into Our Empire the free and unrestricted practice of their religion according to the precepts and usage of their Church. To those, however, who intend to settle not in cities but in colonies and villages on uninhabited lands we grant the freedom to build churches and belltowers, and to maintain the necessary number of priests and church servants, but not the construction of monasteries. On the other hand, everyone is hereby warned not to persuade or induce any of the Christian co-religionists living in Russia to accept or even assent to his faith or join his religious community, under pain of incurring the severest punishment of Our law. This prohibition does not apply to the various nationalities on the borders of Our Empire who are attached to the Mahometan faith. We permit and allow everyone to win them over and make them subject to the Christian religion in a decent way.
2. None of the foreigners who have come to settle in Russia shall be required to pay the slightest taxes to Our treasury, nor be forced to render regular or extraordinary services, nor to billet troops. Indeed, everybody shall be exempt from all taxes and tribute in the following manner: those who have been settled as colonists with their families in hitherto uninhabited regions will enjoy 30 years of exemption; those who have established themselves, at their own expense, in cities as merchants and tradesmen in Our Residence St. Petersburg or in the neighboring cities of Livland, Esthonia, Ingermanland, Carelia and Finland, as well as in the Residential city of Moscow, shall enjoy 5 years of tax-exemption. Moreover, each one who comes to Russia, not just for a short while but to establish permanent domicile, shall be granted free living quarters for half a year.

3. All foreigners who settle in Russia either to engage in agriculture and some trade, or to undertake to build factories and plants will be offered a helping hand and the necessary loans required for the construction of factories useful for the future, especially of such as have not yet been built in Russia.

4. For the building of dwellings, the purchase of livestock needed for the farmstead, the necessary equipment, materials, and tools for agriculture and industry, each settler will receive the necessary money from Our treasury in the form of an advance loan without any interest. The capital sum has to be repaid only after ten years, in equal annual instalments in the following three years.

5. We leave to the discretion of the established colonies and village the internal constitution and jurisdiction, in such a way that the persons placed in authority by Us will not interefere with the internal affairs and institutions. In other respects the colonists will be liable to Our civil laws. However, in the event that the people would wish to have a special guardian or even an officer with a detachment of disciplined soldiers for the sake of security and defense, this wish would also be granted.

6. To every foreigner who wants to settle in Russia We grant complete duty-free import of his property, no matter what it is, provided, however, that such property is for personal use and need, and not intended for sale. However, any family that also brings in unneeded goods for sale will be granted free import on goods valued up to 300 rubles, provided that the family remains in Russia for at least 10 years. Failing which, it be required, upon its departure, to pay the duty both on the incoming and outgoing goods.

7. The foreigners who have settled in Russia shall not be drafted against their will into the military or the civil service during their entire stay here. Only after the lapse of the years of tax-exemption can they be required to provide labor service for the country. Whoever wishes to enter military service will receive, besides his regular pay, a gratuity of 30 rubles at the time he enrolls in the regiment.

8. As soon as the foreigners have reported to the Guardianship Chancellery or to our border towns and declared their decision to travel to the interior of the Empire and establish domicile there, they will forthwith receive food rations and free transportation to their destination.

9. Those among the foreigners in Russia who establish factories, plants, or firms, and produce goods never before manufactured in Russia, will be permitted to sell and export freely for ten years, without paying export duty or excise tax.

10. Foreign capitalists who build factories, plants, and concerns in Russia at their own expense are permitted to purchase serfs and peasants needed for the operation of the factories.

11. We also permit all foreigners who have settled in colonies or villages to establish market days and annual market fairs as they see fit, without having to pay any dues or taxes to Our treasury.


VII. . All the afore-mentioned privileges shall be enjoyed not only by those who have come into our country to settle there, but also their children and descendants, even though these are born in Russia, with the provision that their years of exemption will be reckoned from the day their forebears arrived in Russia.
VIII. . After the lapse of the stipulated years of exemption, all the foreigners who have settled in Russia are required to pay the ordinary moderate contributions and, like our other subjects, provide labor- service for their country. Finally, in the event that any foreigner who has settled in Our Empire and has become subject to Our authority should desire to leave the country, We shall grant him the liberty to do so, provided, however, that he is obligated to remit to Our treasury a portion of the assets he has gained in this country; that is, those who have been here from one to five years will pay one-fifth, whole those who have been here for five or more years will pay one-tenth. Thereafter each one wil be permitted to depart unhindered anywhere he pleases to go.

IX. . If any foreigner desiring to settle in Russia wishes for certain reasons to secure other privileges or condlitions besides those already stated, he can apply in writing or in person to our Guardianship Chancellery, which will report the petition to Us. After examining the circumstances, We shall not hesitate to resolve the matter in such a way that the petitioner's confidence in Our love of justice will not be disappointed.

America's Next Catastrophe Is Brewing Just South Of Its Borders

As if there were not enough things to worry about for the US, what with a dieing economy, a spend happy neo-Marxist government in power, a stalemated war in Iraq and a loosing war in Afghanistan, here comes one more issue and the one that may create the final perfect storm: Mexico.

As I predicted, dear readers, Gloomy Predictions, Mexico is in the process of total collapse. The drug war violence has spun out of control so quickly that it is now a civil war and unlike the small time civil war with Mexico's southern Indians the Zapatistas, this one has the potential to topple the state government in very short order. The American Department of Defense has come out with an estimate that the two largest mafia cartels field, between them, over 100,000 foot soldiers. Now, these are not just gang bangers and lowlifes, alright they are lowlifes, but many are former Mexican army and some even US trained special forces. To make maters worse, they are armed with heavy weapons, everything short of tanks and fighter planes. Regular large scale gun battles, involving grenades and RPGs are a common, almost daily occurrence in Mexico.

Last year, death tolls doubled to over 7 thousand killed in these battles and various murders and retaliations. This year is on par to double again, as the cartels (mafias), military and various other groups, battle it out. Add to this the recent addition of vigilantes attacking in the night, often tied to quieter, smaller cartels and you are living in absolute chaos. The death rate, last year, was higher than that of Afghanistan and Iraq put together. Further, the favorite forms of murder, are extremely brutal. Beheadings are the norm. This must hail back to the old Aztec customs.

Another favorite is to hang a tire around the victim's neck, douse it in gasoline and set it on fire. Amputations, mass murders, rapes, massacres of whole families and dissolving the living and screaming victims in acid are all the new norm of Mexico. So could this get worse? Well, it is. The two main cartels, who between them have over 100,000 soldiers, are forming an alliance.

Is the US government worried about this?

Yes, but not enough. Besides this report, only the voices of governor Perry of Texas and the sheriff of Phoenix, Arizona, have come out loud enough to catch regional attention. The nation as a whole, remains blind and dumb to reality. Pictures of ostriches now come to mind.

Perry, in his frustration with his masters in DC, has called on 1,000 state guard (a form of militia) to take to the border, to protect a border that his police and the federal border patrol are not capable of dealing with. Drugs and guns flow both ways.

Phoenix, Arizona has the new distinct "honor" of being the 2nd kidnapping capital of the world, second only to Mexico and the victim of the same gangs. As a matter of fact, the US FBI (Federal Bureau of Investigations) in 2007, admitted that gangs in America numbered over 100,000 strong. Thus one can easily believe that there are at least, in reality, 150 to 200,000 gang members and almost half have direct ties to Mexico. Can the US army deal with this? Hardly, not in its present stretched out form, all over the world.

But there is worse to come.

By summer of this year, Mexico will enter a full blown war with large scale gun battles in most of the cities. Most civil wars push out refugees. If even 10% of the 110 million living in Mexico, start running north, that will collapse the governments of the American border states, already bankrupt from the Bank Panic of 2008 and the Economic Collapse of 2009. Most civil wars actually push out closer to 30-40% of a population, thus anywhere between 30-50 million people could head north.

But it gets even worse. A large chunk of the former US industry is located in northern Mexico, already in the war zone. US companies suffering in the present economic climate, will further sink or collapse with the loss of these facilities and their closing will force even more economic and war refugees north. A large percentage of the US fruits and vegetables also come from Mexico, as does US oil. It is not difficult to imagine that small groups of Mexican bandits could easily take to the water in speed boats and begin raid the various oil platforms, freighters and cruise ships sailing in the Gulf of Mexico and the southern Caribbean Seas. Somalia has already proven how effective this is.

All of this would require a large amount resources that the US no longer has to spare and will push the Americans into a grave political crisis.

Plan for boosting Russian Immigration.

1. Allow us to take into account the following assumptions: most Russian peoples who could have easily returned have already returned.

2. There is a vast body of diaspra and the multi-generational off spring of the diaspra who are interested in and or are willing to return.

3. Due to economic factors, returning for most of these people is beyond their means.

The following plan will seek to eliminate this issue:

1. Requirements:

The plan is open to all Russian peoples living beyond the borders of the former Soviet Union. This is not only limited to receint immigrants but also to the families of all immigrants dating back to 1917.

At least one adult must be in a productive age, between 18 and 50 years of age. All males between 18 and 25 will be required to finish a 2 year contracted military stint, unless they have already served. Drug addicts and alcoholics, as well as those with a criminal record for murder, rape or drug trafficking will be excluded.

2. Pre-Placement:

Immigries will sign up electronically by the web or through a consulate office. They will place their given professions, their primary desired job descriptions, secondary job descriptions and a list of the top 5 desired living locations. The government will attempt to link the immigrants with would be employers, through a progressive data base of job opennings and through internet live video interviews. Once a match is found, immigration papers will be issued.

3. Citizenship:

A. All those born in the Soviet Union but lacking a Russian, will be given the option upon arrival
of revoking their present citizenship and taking the oath of loyalty to the Russian Federation. Citizenship papers will be filed and issued on the spot.

B. All others will have to reside for 1 year within the Russian Federation, employeed (unless they are a child or a house wife) and state clean with the law. Upon expiration of the 12 months they will be given a Russian citizenship test and upon passage issued citizenships within a 24 hour period.

4. Aid

The government will issue aid in several forms:

A. Apartments:
The government will finance living arrangements for new immigrants in two forms: partially from a
direct monetary purchase and the remainder through a fixed 1% loan.
For each working adult, the government will pay 10%, not to exceed 80%.
For each pensioner, the government will pay 2%, not to exceed 70%.
For each minor, the government will pay 5%, not to exceed 90%.
The minimum apartment size will be a base 50 sq meters:
+ 15 meters per working adult
+ 5 meters per pensioner
+ 10 meters per child

The remaining sum will be paid for by the immigrants through a 1% loan from the government, payable in 15 years in monthly installments. Apartments can not be sold until fully repayed.

B. Education
Free Russian courses will be provided for all immigrants requesting them.
One year of free tutoring will be provided for all school age children to assist them in coming up
to the high Russian educational standard.

C. Food Aid
The government will provide 3 months of monetary aid for the purchase of food, to allow the immigrants to settle in and adjust to their new finances.

Russia and the US Farmer

There exist two problems with one simple solution: a solution that would benefit both parties tremendously and would alleviate a worse future out come for both.

The first problem is that Russia has lots of land, a lot of empty agricultural land at that and a desire to not only grow its' population but also its' agricultural output. It would further rather not have this land exploited and its' population increased by the Chinese illegals streaming across the Russian borders.

America has a different problem. This is a problem of people, or rather of one class of people in particular. These are a new, unappreciated and unneeded people, as determined by American society. What ever the benefits to a nation of a class of successful small farmers, and there are many, the American progressive society has made a conscious decision to ditch them. To kick them to the curb, a throw away class from a throw away past by a throw away society. This is obvious by the growth of mega corporations, subsidized by government largess of tax payer funds. Since the late 1970s, over 300,000 small farms have failed and at an average of 5 members per household, that's 1.5 million people without their lively hood that they loved and cherished.

Thus the two problems beg a solution, a solution that is linked and limbered to each other as few others can be. With well over 1.5 million members of the farming class, in America, facing or experiencing failure or at best, just barely hanging on, Russia can offer an outlet of abundant land for these masses.

Several initiatives will make this possible. Russia should offer these farmers twenty acres a piece and allow them to buy more for hard cash, no loans. It should then attach with this a mandatory one year road to citizenship, free transportation of the farm equipment and animals from the US to Russia and a low interested fixed rate loan for building (where needed) a homestead and starting capital for the first year's season.

In exchange, these farmers will agree to several conditions and will in turn provide key benefits. The first issue is loyalty. To assure this, immigrants and their families will agree in writing to take up Russian citizenship within 1 year of arrival. Before immigration takes place, they will be given six months to learn a set minimum fluency in the Russian language and Russian history/culture.

The immigrants will further guarantee that each of their sons, upon reaching the legal age, will serve out the minimal term of enlistment in the Russian armed forces. Furthermore, the immigrants will provide classes weekly, to their adopted communities, on Western standards and science of agriculture. These will continue as long as there is a demand from the community.

Lastly, the immigrants will be required to donate 5% of their income to their adoptive communities for a period no longer then 15 years. This money may be given to the local established church, the village government, directly to the poor or as an individually initiated and executed project that shows results within a 24 month period. The immigrant will have his choice of the above.

There are, undeniably, several hazards and drawbacks.

The primary issue is absorption into the main culture/society of Russia. To this end, immigrants should not be allowed to make up more then 5% of the population in any community. This will keep them permanently a minority and thus force absorption into the main stream culture within one or two generations. Similarly, the different religious background of most American immigrants (protestants and catholics) should also be tended to through education of the Orthodox faith and gentle missionary work by properly prepared clergy. The requirement for military service will also help ensure that the second generation is culturally and genetically absorbed, through a much greater chance of mixed marriages.

Issues of American historic territorial expansion, through colonization followed by land grabs (as seen in Texas, California, Colorado, Florida and Hawaii) will also be addressed by keeping the immigrants a minority and away from the eastern coastal regions.

Finally, any local jealousy over accusations of favoritism for immigrants, should be alleviated by the 5% required re investments and the classes given by the immigrants.

Once and if this program is a success, as this author predicts it will be, the gold mines of British, German, Italian, French dissatisfaction can be equally mined for new Western, Christian immigrants, whose absorption into the dominant Russian culture will help ensure Russia of remaining Russia and growing more prosperous.

The Diaspora and Russia

For the past 160 years, Russia has been more formidable in flinging her people from her borders then in bringing them back in. We now stand at a critical cross roads, where
the opportunity, the chance for change and an escalation of Russia's potential is once again being allowed to float away like a branch on the swift current of history. Though at least in this case the government has actually made some noises about change....regrettably that is all they have been.

Through famines, wars and the years of Soviet repression, Russia finds itself with one of the largest Diasporas in the world. In America alone, there are an estimated 38 million people of Russian blood, birth or roots, a figure that has been growing since the 1840s. For the most part, this diaspora, especially the first generational ones, are highly educated and successful. Many are equally longing for a return to their motherland, this writer included. Even amongst those who are second or third and even fourth generation outside of Russia, there is an almost mystical connection and longing to know more about their ancestral lands. Many have even retained, to one degree or another, their language abilities.

This diaspora is critical to Russia on several major levels. To begin with, they are a critical source of support for Russia in the foreign circles and issues it finds itself in. If one observes the behavior of smaller states, such as the Greeks, Israelis or Armenians, for example, one notices that they enjoy a very strong and vocal support from their diaspora. This often translates into cultural ambassadorship that counteracts any local governmental propaganda. It further translates into action and pressure groups that push through beneficial relations between the host nation and these Diaspora's ancestral governments. Finally, they provide something that Russia is desperate for: money and talent.

Money comes in one of three forms: the diaspora likes to vacation back in the home land, especially where close relatives or strong former experiences are a major draw. Coming from richer nations and with more disposable income, they pump in hard currencies into the local economies. Secondly, the aged diaspora, often times with considerable amounts of monies saved up for retirement, like to return to their homelands to live out their days. While they may not produce, they do spend a lot.

Finally, and this is most critical to modern day Russia and the Putin drive to double the economy: the diaspora provides a ready source of business savvy professionals, many of whom are more then willing to immigrate back. Not only are they a major boost for the Russian business world and economy but often times they are willing to start their own businesses, thus furthering economic growth. A side benefit is the fact that many of the diaspora have more children then the local population on average, thus providing for the next generation.

With all of these advantages, what has the government of the Rodina done to further the Diaspora?

On the side of mobilizing the Diaspora, nothing really. The local Houston consulate, for example, does little to organize the vast Russian diaspora. Does little to spread the culture or the point of view, allowing many local Russians to be swayed by the likes of Berezovsky and other scoundrels. This lacking in establishing ties will further hurt the follow on generations who loose their connection with Russia.

On the front of travel: even worse. While earlier it was possible to get or keep a double citizenship, those doors closed effectively in 2004. So not only does Moscow discourage the diaspora from coming back easily and quickly, they make it even more difficult with constantly rising visa regimes and tariffs. Just because America is taxing Russians coming to the US more does not mean it is a good idea for Russia to tax incoming Americans, when the majority of those incoming Americans are actually Russians. Ties must be close and those Russian diaspora visiting Russia often are more apt not only to spend their monies in Russia but eventually the remainders of their lives too.

Furthermore, the artificial home/apartment ownership rates in Russia, coupled with the astronomical prices of apartment rental and the absolutely non-existent support of the Russian government, outside the provinces, for those wishing to return, has made it impossible for diaspora wishing to return to do so. From personal experience, as an work-experienced MBA professional, I can not afford to return to Russia, even though I and my wife both desire it. Why? Well, while there is some government support for those who wish to move to the Chinese border or the rural provinces, my professional expertise in supply chain/logistics dictates that I work in a major transport hub: Moscow, St. Petersburg, Rostov, Vladivostok...and while a $3,000 salary in Moscow is an excellent salary for a Muscovite who is not bound by apartment rental payments, it is a poverty sentence to any diaspora who is forced to now pay $2,000+ for an 100sq meter apartment.

This cost of housing and the absolute lack of governmental support, dooms Russia to loose out on a major chance to bring in a rather large chunk of its diaspora.

What should be done?

There are several key steps and investments that Russia should take immediately that will pay huge dividends in the long run.

1. Create Russian culture centers in each of the major cities where the Diaspora is present. In many cases, these can be staffed by volunteers from the local communities and require only the cost of setting up and maintaining them. This will in turn increase tourism in Russia and make Russian foreign relations an easier thing. It is harder to sell Russia as a bogyman to people who are in love with her culture.

2. Establish close ties with Russian organizations established by the Diaspora.

3. Establish close links to the children. Israel is a prime example of how this is done and how it continues to pay huge dividends for decades after wards. Children are the best investment anyone can make it, over the long term. Each child in the Jewish Diaspora can, upon reaching his or her high school years, apply to travel on an expense paid trip to Israel for the summer. The Israelis treat these kids first rate, taking them to see their ancestral homeland, to various camps and in essence making them feel a bond of more then just distant blood or Biblical verse to the State of Israel. At the very minimal, this entails a new generation in foreign countries that will aid Israeli foreign policy and national needs. Many even travel to Israel to serve in her army.

Russia, with her vastly deeper culture, greater diversity and appeal and much deeper pockets, would benefit greatly from following the same course of action. It would endear a new generation of Russians abroad with a sense of loyalty to Russia

4. Assist the professionals. While no country can survive without the common working man, the farmer or the miner, it is not these men, in the modern world, that provide a nation with its technological and business savvy. Instead it is the professionals. However, even with all the loyalty that lies in many men to Russia, no young or middle aged professional can afford to bring himself or his family to any major Russian city without abandoning any and all prosperity and material comfort in a quest just to put a roof over his head. What to a Muscovite is a splendid salary, say $3,000 per month, is pittance wage to one who first after taxes has to still pay $2,000+ just for the monthly privilege of living in Russia.

To this end, the Russian government should start buying up apartments to use as a signing bonus of sorts to attract proper professionals to Russia. These can be done in the form of either a given apartment or a stipend for an apartment, the level of which would depend upon the personal wealth and salary of the individual. Obviously conditions should be set. The person must be of Russian or Soviet birth or of ancestry of the old empire. The person must prove that he is degreed, hire able and of sound mind and body. Alcoholics and drug addicts need not apply. Equally any applying who are married with less then 3 children should have the condition of becoming parents of at least 3 children within 5 years.

The benefits brought by these individuals will greatly out match any governmental cost of the apartments.

5. Lastly, all peoples in the Diaspora, who can prove birth within the Soviet Union and are presently living under a none CIS citizenship, should be given the right of accepting dual citizenship/passports. By allowing easier travel, more money will be generated back into the Russian society, economy and government, for a relatively minor bureaucratic exercise.

In conclusion.

In short, Russia is once more at a critical point in her history that can be harvested to her success, but only if Moscow realizes and acts upon it.
